Official Description
Improper Neutralization of Special Elements in Data Query Logic vulnerability in Progress MOVEit Transfer (Custom Reports modules).
This issue affects MOVEit Transfer: before 2025.0.7, from 2025.1.0 before 2025.1.3.
Risk Analysis
This critical vulnerability in Progress MOVEit Transfer's Custom Reports module allows for improper neutralization of special elements in data query logic, potentially leading to unauthorized access or data manipulation. With a CVSS score of 9.8, this flaw presents an extreme risk to the confidentiality, integrity, and availability of data. The absence of an EPSS score means the exploitation likelihood is not yet quantified, but the severity is very high.
No public exploit is currently known for this vulnerability. The flaw is remotely exploitable over the network with low attack complexity and requires no user interaction or privileges.
Upgrade Progress MOVEit Transfer to version 2025.0.7 or later, or to version 2025.1.3 or later if you are on the 2025.1.x branch. Apply all available security patches promptly to mitigate this critical risk.
Technical Analysis
CVE-2026-8649 can be exploited remotely over the network without requiring physical or adjacent access, significantly expanding the attack surface for threat actors.
The vulnerability requires no privileges and no user interaction, making it a prime target for automated exploitation campaigns and worm-like propagation.
A successful exploit results in complete confidentiality breach (data exposure), full integrity compromise (data manipulation), availability disruption (denial of service), with a CVSS base score of 9.8.
