CISA KEV Advisory
Palo Alto Networks PAN-OS File Read Vulnerability
Palo Alto Networks PAN-OS contains an external control of file name or path vulnerability. Successful exploitation enables an authenticated attacker with network access to the management web interface to read files on the PAN-OS filesystem that are readable by the “nobody” user.
Apply mitigations per vendor instructions or discontinue use of the product if mitigations are unavailable.
Risk Analysis
This vulnerability in Palo Alto Networks PAN-OS involves external control of file name or path, allowing an authenticated attacker with network access to the management web interface to read files on the filesystem. Although a CVSS score is not provided, its HIGH severity and confirmed exploitation in the wild by CISA make it a critical vulnerability. The EPSS score of 0.02016, while low, is superseded by the confirmed active exploitation.
This vulnerability is actively being exploited in the wild, as confirmed by its inclusion in CISA's KEV catalog. It is remotely exploitable by an authenticated attacker with network access to the management web interface.
Organizations should apply the latest security updates for Palo Alto Networks PAN-OS. Restricting network access to the management interface and implementing strong authentication policies are also crucial.
Technical Analysis
CVE-2025-0111 requires local access, meaning attackers must already have a foothold on the target system.
Exploitation requires some privileges, which limits the exposure to scenarios where an attacker has already gained initial access.
CISA has added CVE-2025-0111 to the Known Exploited Vulnerabilities (KEV) catalog, confirming active exploitation in the wild. U.S. federal agencies are required to patch this within the mandated timeframe, and all organizations should treat remediation as urgent.
