CVE-2019-9511
CWE-400Published: August 13, 2019· Updated: Jun 17, 2026
Official Description
Some HTTP/2 implementations are vulnerable to window size manipulation and stream prioritization manipulation, potentially leading to a denial of service. The attacker requests a large amount of data from a specified resource over multiple streams. They manipulate window size and stream priority to force the server to queue the data in 1-byte chunks. Depending on how efficiently this data is queued, this can consume excess CPU, memory, or both.
Technical Analysis
CVE-2019-9511 can be exploited remotely over the network without requiring physical or adjacent access, significantly expanding the attack surface for threat actors.
The vulnerability requires no privileges and no user interaction, making it a prime target for automated exploitation campaigns and worm-like propagation.
A successful exploit results in availability disruption (denial of service), with a CVSS base score of 7.5.
